The admission into the public sewers of any waters or wastes having characteristics which vary from normal sewage shall be subject to the review and approval of the City. When necessary in the opinion of the City, such preliminary treatment as may be needed to control the quantities and rates of discharges or reduce objectionable characteristics or constituents shall be constructed according to plans approved by the City, or the Administrator may prohibit the discharge of said wastes to any public sewer.
