If the objections of a majority of resident owners are filed pursuant to Section 903.02, the power of Council to make the proposed change in the grade of the street, alley, parkway, public highway or any part thereof shall not be exercised until after a hearing on the objections. Thereafter, Council may take whatever action it deems best for the general interest.
