Thereafter, unless the resident owners of the City owning the majority in front feet of all the lands belonging to resident owners fronting on the street, alley, parkway, public highway or any part thereof proposed to be improved, within ten days, file with the Clerk of Council their objections against the proposed change, Council has power by ordinance to cause the proposed change to be made.
