The purpose of this chapter is to establish regulations and procedures for the platting, recording, and development of subdivided land within the corporate limits and extraterritorial jurisdiction of the town. These controls are necessary in order to promote the orderly development of the town and its environs; provide for the coordination and dedication of land necessary for the continuation of the existing streets and public utilities; ensure the proper installation of streets and utilities; distribute the population and traffic so as to avoid congestion and overcrowding; ensure proper legal description, identification, monumentation, and recording of subdivided properties; and ultimately promote the public health, safety, and general welfare of the community.
