§ 130.11 ABANDONMENT OF REFRIGERATORS AND OTHER CONTAINERS.
   No person shall have upon any premises owned or occupied by him or her any abandoned refrigerator or similar device whose door is fastened when closed and cannot be opened from the inside or is more difficult to open from the inside than from the outside.
