It shall be unlawful for any merchant or other person to exhibit or display any goods, wares, or merchandise of any kind, or anything else upon any public street, alley, or sidewalk of the town, or to leave any delivery cart, wagon, or other vehicle standing in or upon any street or sidewalk in that portion as will impede traffic. Provided, however, the Mayor may give permission for a temporary obstruction thereof when reasonably necessary.
