No person shall begin to construct, reconstruct, repair, alter, or grade any driveway on the public streets, unless a written permit therefor has been issued by the Clerk or some other officer of the town vested with that authority. All persons desiring a driveway on property that abuts a town street shall be provided one driveway on the property at no expense to the property owner.
