Should any person connect any privately owned water or sewer line or lines or system with any town water or sewer line or lines without first dedicating, giving, granting, and conveying same to the town, the act of connecting the water or sewer line or lines to the water or sewer line or lines of the town shall be deemed a dedication, gift, grant, and conveyance of the water or sewer lines to the town and in the event, all of the terms and conditions of this chapter shall be applicable to any such lines so connected without authority.
