No application will be considered by the Board under the provisions of this chapter until the Town Administrator shall have approved the sizes, location, character, and quality of all pipes, valves, valve boxes, hydrants, and other fixtures, equipment, and apparatus to be laid and constructed and to be connected with the utility systems of the town.
