§ 52.02 PREPARATION FOR COLLECTION.
   (A)   Generally. Occupants of every premise in the town shall follow the standards set forth below for the preparation of garbage and trash for collection.
   (B)   Specifically.
      (1)   Garbage. Garbage shall be placed properly in an approved container, as specified in § 52.01.
      (2)   Trash. Trash may be placed in a roll-out cart or shall be bagged, bundled, packaged, boxed, or otherwise bound, tied, or secured into one-person loads and placed adjacent to and behind the curbline or roadway edge for collection. A one-person load shall not exceed four feet in length or 75 pounds in weight.
      (3)   Yard debris. Leaves, grass trimmings, pine needles, and other yard debris shall be bundled, bagged, packaged, or boxed into one-person loads, or placed into roll-out containers, but not combined with garbage, and placed adjacent to and behind the curbline or roadway edge.
      (4)   Tree and shrubbery trimmings. Any person desiring collection of tree trimmings, hedge cuttings, or similar materials which are too large for containerization shall place them behind the curbline at the street. The materials must be placed in an orderly manner and neatly stacked. Piles larger than a cord in size (four feet by four feet by eight feet) may require a special collection which shall result in a collection charge to be determined by the Public Works Director or his or her designee.
      (5)   Commercial operations that cut and prepare tree and shrubbery trimmings. Branches, limbs, trimmings cut by landscaper or tree service contractors, or other commercial workers, or resulting from vacant land being cleared or developed, shall not be collected by the town. Heavy materials such as tree trunks shall be cut into sections small enough for collection by bulk collection equipment.
      (6)   Bulky items. Worn-out furniture, stoves, refrigerators, and the like may be collected by appointment only if placed adjacent to and behind the front curb or street edge. The extent of the town collection service shall not be intended to include major deposits of unwanted or abandoned furniture, appliances, or household incidentals, or construction materials resulting from property owners cleaning out properties, or from major internal or external renovations or modifications to their properties.
      (7)   Damage to bags or containers. It shall be unlawful to willfully cut, slash, or upset containers or bags containing garbage, trash, or waste, or disperse their contents.
      (8)   Throwing or depositing trash on public or private property. It shall be unlawful for any person to throw or deposit upon any public street or sidewalk or any private property, except by permission of the owner of the property, any rocks, bricks, lumber, bottles, jars, broken glass, cans, paper or plastic bags, or cups of any kind that may be offensive or unsightly or that may be dangerous to traffic.
