Every owner or any other person who violates any of the provisions of this chapter shall, upon a finding of liability, be punished by a fine of not less than $50 and not more than $500. For a second offense of the same nature, the fine shall equal not less than $ 100 and not more than $750 and for a third offense of the same nature, the fine shall equal not less than $250 and not more than $1000. Each occurrence of any violation of this chapter shall constitute a separate offense. This penalty shall be in addition to other penalties or remedies provided by this chapter, or by state or federal law.
