(A) If the Village Board finds that the change is consistent with the purpose and intent of this chapter prescribed in §§ 155.001 and 155.002, it shall enact an ordinance amending the map or regulation of this chapter, whichever is appropriate. If the Village Board finds that the change is not consistent, it shall deny the application.

(B) An amendment shall be passed by a concurrence of a majority of all members then holding office on the Village Board, including the President.
