The President, with the advice and consent of the Board, shall appoint a qualified, competent person or firm to be the Engineer for the Village, who shall serve until his or her successor has been appointed and has qualified. The Village Engineer or a representative from his or her office shall render engineering services for the Village or its officials on a consultant basis.
