§ 152.01  PURPOSE.
   (A)   It is the objective of this chapter to control soil erosion and sediment associated with stormwater runoff caused by construction activities, including clearing, grading, striping, excavation activities, soil and filling operations.  Stormwater runoff from lands modified during construction can harm surface water resources and, in turn, cause or contribute to an exceedance of water quality standards by changing natural hydrologic patterns, accelerating stream flows, destroying aquatic habitat and elevating pollutant concentrations and loadings.  Compliance with existing federal and state requirements regulating stormwater runoff, erosion and sediment control, and water quality should be strictly observed; including The Federal Water Pollution Control Act of 1948, as amended by the Clean Water Act (CWA) of 1977, being 33 U.S.C. §§ 1251 et seq., and amendments, and current requirements for National Pollutant Discharge Elimination System (NPDES) Phase I and Phase II, Stormwater Permits in compliance with the Illinois Environmental Protection Act, being ILCS Ch. 45, §§ 5-1 et seq., the Illinois Pollution Control Board Rules and Regulations.
   (B)   The management practices controls and other provisions contained in an erosion and sediment control plan must be at least as protective as the requirements contained in the Illinois Urban Manual – A Technical Manual for Urban Ecosystem Protection Enhancement, 1995, prepared by the U.S. Department of Agriculture, Natural Resources Conservation Service.
