§ 93.34  OBSTRUCTIONS, ENCROACHMENTS.
   (A)   Generally.  It shall be unlawful for any person to cause, create, or maintain any obstruction of any street, alley, sidewalk, or other public way, except as may be specifically authorized by ordinance or by the Superintendent of Public Works when necessary in an emergency or in connection with any lawful construction, repair, or removal work.  It shall be unlawful for any person to erect or maintain any building or structure which encroaches upon any public street or property.
   (B)   View at street corners. It shall be unlawful for any person to construct, maintain, or permit to remain any fence or other structure or any bushes or other plants on a corner lot within 50 feet of the street line, which obstructs the view, at a height of more than 5 feet above the level of the adjacent street pavement.
   (C)   Sale, display of goods generally.  Except as otherwise provided in this section, it shall be unlawful for any person to use any street, sidewalk, or other public place for the display or sale of goods or merchandise.
   (D)   Deposits on sidewalks.  It shall be unlawful for any person to deposit on any public sidewalk any material which may be harmful to the pavement thereof, any waste material, or any glass or other articles which might cause injury to persons, animals, or property.  Merchandise or other articles may be deposited on sidewalks preparatory to delivery, provided that the usable width is not thereby reduced to less than 4 feet, and provided that no article shall remain on the walk for more than ½ hour.
   (E)   Deposits on streets. It shall be unlawful for any person to deposit on any street any material which may be harmful to the pavement thereof, any waste material, any glass or other articles which may do injury to any person, animal, or property.
   (F)   Gas pumps.  It shall be unlawful for any person to maintain or erect any gasoline pump or tank in any public street, alley, or sidewalk.
   (G)   Obstructing drains.  It shall be unlawful for any person to obstruct any drain in any public street or alley.
   (H)   Poles, wires.  It shall be unlawful for any person to erect any poles or wires or to maintain any poles in or wires over any public street, alley, or other public way, without having first secured permission from the Board of Trustees.
   (I)   Degradation of sidewalks.  It shall be unlawful for any property owner to allow the buildup of sediments, anthills, weeds or tree roots upon any sidewalk in front of his or her premises to the extent that the sidewalk becomes damaged, weakened, or encroached upon to the point it becomes a hazard to those persons walking upon it, or diminished in its intended use as a public sidewalk.
