§ 93.19  STAIRWAYS, OTHER OPENINGS; SAFETY PRECAUTIONS.
   (A)   It shall be unlawful for any person to construct or maintain any opening or stairway in any public street, sidewalk, or alley without a permit from the Board of Trustees.  All such lawfully maintained openings shall be guarded by a suitable strong cover or railing approved by the Superintendent of Public Works.
   (B)   No person shall keep or leave open any cellar door or grating of any vault on any highway or sidewalk, or permit the same to be left open or kept open.
