§ 110.41  SCRAP PROCESSOR / RECYCLABLE METAL DEALER.
   (A)   License required. No person or business shall operate or carry on the business of scrap processor or recyclable metal dealer without having first obtained a license therefor.
   (B)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      RECYCLABLE METAL DEALER.  Any individual, firm, corporation, or partnership engaged in the business of purchasing and reselling recyclable metal either at a permanently established place of business or in connection with a business of an itinerant nature, including junk shops, junk yards, junk stores, auto wreckers, scrap metal dealers or processors, salvage yards, collectors of or dealers in junk, and junk carts or trucks.
      SCRAP PROCESSOR.  A person who purchases a vehicle, junk vehicle, or vehicle cowl for processing into a form other than a vehicle, junk vehicle, or vehicle cowl for remelting purposes only, who from a fixed location utilizes machinery and equipment for processing or manufacturing ferrous or nonferrous metallic scrap into prepared grades, and whose principal product is metallic scrap and who records the purchases on a weight ticket.
   (C)   Special requirements.
      (1)   Marking of vehicles. Every vehicle used by a scrap processor or recyclable metal dealer shall bear thereon in legible characters the name and address of the owner and proprietor thereof.
      (2)   Purchase from minor. It shall be unlawful for any junk dealer, either directly or indirectly, to purchase or receive by way of barter, exchange or otherwise, anything of value from any persons under the age of 18 years without the written consent of their parents or guardians.
      (3)   Lost or stolen goods. Every dealer in junk who shall receive or be in possession of any goods, articles or things of value which he or she should have reason to believe, or law enforcement personnel reasonably believe, to have been lost or stolen shall, upon demand, produce the article or thing to any member of the Police Department for examination.
   (D)   Issuing/investigating officer. As contemplated in § 110.04, prior to the issuance or renewal of the license, permit or registration set forth in this section, the following officer of the Village of Roscoe shall be responsible for investigating and making a recommendation as to the issuance or denial of the application: Zoning Administrator.
