Applications for all licenses and permits required by this chapter shall be made in writing to the Village Clerk in the absence of a provision to the contrary. All licenses and permits required by this code shall be in such form as may be established by the officer designated to make the determination as to issuance, and shall be maintained by the Village Clerk.
