§ 5-1-20 UNLAWFUL ACTS; PENALTY FOR VIOLATIONS.
   (A)   It is unlawful for any owner or person to:
      (1)   Own, keep or harbor any dog over six months of age without annually registering and licensing the dog with the city clerk;
      (2)   Own, keep or harbor any dog over six months of age without a current rabies vaccination;
      (3)   Remove the rabies tag from the dog for which the tag was issued;
      (4)   Operate a kennel without a license;
      (5)   Own, keep or harbor a dog or other animal that attacks, bites, or injures a human being, domestic animal or livestock in a public place or in a private place, including the property of the owner of the dog;
      (6)   Fail to keep an animal under restraint with a leash or similar physical restraint;
      (7)   Permit an animal to run at large upon the streets, public ways of the city, or on private property in which the owner of the dog does not have some property interest;
      (8)   Leave an animal unattended on a street, sidewalk, public way, or in a park or other public space;
      (9)   Permit any female dog or cat in heat to run at large;
      (10)   Own, keep, harbor or maintain any nuisance animal;
      (11)   Permit any dog, cat or any other animal to damage, soil, defile or defecate in a public place or on private property in which the owner of the animal does not hold some property interest and fail to properly dispose of the feces;
      (12)   Permit any animal to howl, bark, whine, crow or otherwise to make noise to such an extent as to interfere materially with or affect the health, comfort or quiet of other persons;
      (13)   Permit any animal to molest, attack or interfere with the freedom of movement of any person on a public street, alley, park, or public or private ways;
      (14)   Permits any animal to chase any vehicle, bicycle, skateboard or other means of transportation on a public street, alley, park or public or private ways;
      (15)   Permit any animal to attack, injure or molest other dogs or pets;
      (16)   Own, keep, harbor or maintain domestic or exotic fowl including chickens, turkeys, duck or geese within the corporate limits of the city, except as provided by Ordinance;
      (17)   Own, keep, harbor or maintain livestock including horses, cattle, mules, sheep, burros, goats or swine within the corporate limits of the City; or
      (18)   Permit livestock to run at large within the corporate limits of the City.
   (B)   Penalty for violations. Each person convicted of a violation of these sections shall be fined according to the schedule of fees and fines.
