If by publication, advertisement for bids shall be made once each week for two consecutive weeks, and the second publication shall be made not less than five days, nor more than 12 days before the consideration of the bids. If such advertisement is made by posting, 15 days, including the day of posting, shall elapse between the time of posting and the day set for consideration of bids.
