§ 9-1-15 SPEED RESTRICTIONS.
   (A)   Applications of act; speed limits. All traffic within the city will be governed and regulated by the provisions of said Uniform Act Regulating Traffic on Highways, as set forth in the statutes of Montana; provided that, a speed limit within the city limits shall be 25 mph in the business district or residential districts, except in zones clearly marked for speed limits.
   (B)   Obedience to speed limits.
      (1)   The driver of any vehicle shall operate a vehicle in a careful and prudent manner and at a reduced rate of speed no greater than is reasonable and prudent under the conditions existing at the point of operation, taking into account the amount and character of traffic, visibility, weather and roadway conditions.
      (2)   Except when a special hazard exists that requires lower speed for compliance with division (A) above, the limits specified in this section are the maximum lawful speeds allowed.
   (C)   Penalty. Any person who shall violate any provision of this section shall, upon conviction, be punishable as provided in § 9-1-11 of this chapter.
