No one but licensed plumbers shall be allowed to do any work in connection with the service pipes when water may be drawn from the city mains and all plumbers must make return to the proper officers of the PWD a true and correct account of the work done within 24 hours after completion; provided, however, that, the said PWD, by its duly authorized employees, may do any of the work.
