§ 7-3-3 METERS TO HAVE CUT OFFS; BY-PASS.
   All meters installed within or outside the city shall be provided with cutoffs or valves on each side of the meter, so that any meter may be removed for the purpose of testing and a by-pass placed in the service pipe for the purpose of supplying the consumer with water during the testing of the meter.
