(A) A city police officer is authorized between sunrise and sunset to enter upon private property and examine any object for the purpose of determining if it is a public nuisance, as defined herein. However, before entering upon private property, the police officer shall obtain consent of the occupant thereof or have a warrant from the City Court authorizing his or her entry for the purpose of inspection.
(B) No inspection warrant shall be issued under the terms of this section until an affidavit has been filed with the City Court showing probable cause for such inspection by stating the purpose and the extent of the proposed inspection or other specific or general information concerning the object in question and identifying the property on which it is situated.
(C) It is unlawful for any person to interfere with or attempt to prevent the police officer from entering upon private premises and inspecting such object when the police officer exhibits a warrant authorizing the entry of or has obtained consent of the occupant of the property.
