In all enforcement actions for violations of this chapter, the person who applied for and obtained the license for the dog or animal in question shall be deemed the person responsible for the violation, unless there has been a transfer of ownership prior to the violation. Any transfer of ownership must be evidenced to the city clerk. A transfer permit, if desired, may be obtained by furnishing the name and address of the transferee to the city clerk. Nothing herein shall preclude the filing of separate or additional charges against any person other than the owner charged with custody of the animal.
