§ 30.03 BOARD MEETING PROCEDURE.
   The following and any other provisions the Village Board may adopt by motion shall be the rules for the government of the deliberations of the Village Board:
   (A)   The rules of procedure and order of business shall be adhered to invariably by the Village Board, unless the same shall be suspended by consent of two-thirds of the members present.
   (B)   At the hour appointed for the meeting, the Clerk, (or someone appointed to act in his absence) shall proceed to call the roll of members, marking the absentees and announcing whether a quorum is present. On the appearance of a quorum the Board shall be called to order, the President taking the chair, if present. The Board shall appoint a temporary replacement, if he should be absent. The Board shall then proceed to the business before it, which shall be conducted in the order following:

   Board of Trustees
   Village of Romeoville
      (1)   Call to Order - Roll Call
      (2)   Pledge of Allegiance
      (3)   Public Hearings/ Petitions from the Public
      (4)   Consent agenda
      (5)   Mayor's Report
      (6)   Clerk's Report
      (7)   Commissions, Committees and Liaison Reports
      (8)   Village Manager’s Report
      (9)   Legislation (New Business)
      (10)   Legislation (Pending Business)
      (11)   Board Comments
      (12)   Executive Session
      (13)   Adjournment
   (C)   The President shall preserve order and peace, and shall decide all questions of order subject to an appeal to the Board.
      (1)   Public hearings required by applicable law or ordinance to be held by the Village Board of Trustees, other than public hearings contemplated or provided for pursuant to the provisions of Chapter 159 of this Code of Ordinances shall be conducted in accordance with the procedures codified as and set forth in Appendix A to this chapter. Public hearings required or contemplated by Chapter 159 of this Code of Ordinances and any relevant provisions of state statute shall be conducted in accordance with the provisions of § 159.179.
      (2)   The "Petitions from the Public" portion of the regular Village Board agenda as set forth in this section shall be conducted in accordance with the procedures codified and as set forth in Appendix B to this chapter.
   (D)   While the President is putting the question no members shall walk across the floor or out of the room. Every member, previous to speaking, shall address himself to the President, and shall not proceed with his remarks until recognized by the President.
   (E)   Every member who is present when the question is stated from the chair shall vote thereon, unless excused by the Board, or unless he is directly in the question, in which case he shall not vote.
   (F)   No motion shall be debated without first being seconded, and every motion shall be reduced to writing if required by a member. A motion to adjourn the Board shall always be in order and shall be put without debate.
   (G)   The Board of Trustees may create special committees of the Board as the need arises.
   (H)   The President with the advice and consent of the Board of Trustees shall appoint members to special purpose committees.
   (I)   The latest edition of "Roberts' Rules of Order" shall govern the proceedings of this Board, except where in conflict with the foregoing rules.
   (J)   All persons who address the Board under Petitions from the Public must record their name, address, and phone number on a form provided by the Village Clerk.
   (K)   Remote meeting attendance. The Village President and Village Trustees of the Village Board of the Village of Romeoville may attend meetings of the Village Board by remote means, subject to and in compliance with the provisions of this division (K) and the provisions of Section 7 of the Illinois Open Meetings Act, ILCS Ch. 5, Act 120, § 7.
      (1)   If a quorum of the members of the Board is physically present, as required by Section 2.01 of the Illinois Open Meetings Act, ILCS Ch. 5, Act 120, § 2.01, the Board may, by majority vote, allow a physically absent member to attend a closed or open meeting by video or audio conference if the member is prevented from physically attending because of personal illness or disability, employment purposes or the business of the public body or a family or other emergency.
      (2)   If a member of the Village Board as aforesaid wishes to attend a meeting by video or audio conference, the member must notify the Village Clerk before the meeting unless advance notice is impractical. Members of the Village Board who are physically in attendance at a Board meeting shall determine, by majority vote, whether a member who is not physically in attendance may participate in that meeting by video or audio conference as requested.
      (3)   Written minutes of all Board meetings, whether open or closed, shall include whether the members were present by video or audio conference. In the absence of any such indication, the minutes shall be presumed to indicate that members were present in person at the meeting in question.
