§ 36.05 WARRANTS.
   (A)   All warrants drawn on the Treasurer must be signed by the President and countersigned by the Clerk, stating the particular fund or appropriation to which the same is chargeable and the person to whom payable. No money shall be otherwise paid than on such warrants so drawn, except as otherwise provided for.

   (B)   The Village President and Village Clerk may satisfy the purpose and intent of division (A) by affixing their signatures to the listing of warrants so prepared by the Village Treasurer to indicate approval of said warrants. In the event either the Village President or Village Clerk shall refuse payment of any individual listing, he shall so indicate by placing the notation "refused" after said listing and affixing his signature or initials thereon.
   (C)   The term "WARRANT" as used herein shall be defined as the computerized listing of warrants prepared by the Village Treasurer.
