The Village Board of Trustees shall, within the first quarter of each fiscal year, pass an ordinance to be termed the annual appropriation ordinance, in which they may appropriate such sum or sums of money as may be deemed necessary to defray all the necessary expenses and liabilities of the Village Board. In this ordinance the Village Board shall specify the objects and purposes for which the appropriations are made, and the amount appropriated for each object or purpose, including the salaries of each and every village officer.
