In all cases when any action is taken by the Director or the Administrator, or his or her duly appointed designee, to enforce the provisions of this chapter, such action shall be taken either in the name of the county or the village as the case may be, and neither the Director nor the Administrator, nor his or her designee, in so acting shall be rendered personally liable.
