This chapter applies to all development within the village, including that under the control of any governmental entity, agency, or authority. When the village shall undertake development in the regulatory floodway, or regulatory floodplain where no regulatory floodway has been designated, shall obtain a permit from IDNR/OWR prior to issuance of a stormwater management permit. All units of local government shall obtain stormwater management permits from the village for all development projects within corporate limits of the village.
