Pursuant to the authority granted by ILCS Ch. 55, Act 5, §§ 5-1104 and 5-1062, the village or county may, after 30 days notice to the owner or occupant, enter upon any lands or waters within the village for the purpose of inspecting and/or maintaining stormwater facilities or causing the removal of any obstruction to an affected watercourse. Such requirement of notice shall not infringe upon any rights of the village to take immediate actions to protect the public health and safety.
