§ 155.11 INSPECTION CRITERIA.
   Inspections shall be made using the minimum standard established in the currently adopted Property Maintenance Code of the village in those chapters pertaining to:
   (A)   Exterior premises;
   (B)   Exterior structure;
   (C)   Interior structure;
   (D)   Ventilation and space requirements;
   (E)   Plumbing facilities and fixtures;
   (F)   Heating facilities;
   (G)   Electrical facilities;
   (H)   Egress;
   (I)   Condition of common areas (multiple family units);
   (J)   Emergency facilities; and,
   (K)   Existing handicapped facilities (commercial/industrial, multi-family).
   (L)   In addition, all residential dwelling units shall be inspected for compliance with the provisions of § 91.60 pertaining to carbon monoxide alarms.
   (M)   It shall be the responsibility of the owner, agent or person in charge of the rental property to ensure that any and all personal property is removed from the rental property or relocated within the rental property as necessary to permit the conduct of the rental inspection. Failure or refusal to do so shall constitute a violation of this chapter and grounds for withholding a certificate of occupancy under this chapter. Any area, part, portion or system of any rental property not inspected due to the failure or refusal to remove or relocate personal property shall likewise constitute a violation of this chapter and grounds for withholding a certificate of occupancy under this chapter.
