The Village Manager, or his or her authorized designee, shall from time to time, and at least twice a year, make an inspection of each massage establishment granted a license under the provisions of this chapter for the purposes of determining that the provisions of this chapter are complied with. Such inspections shall be made at reasonable times and in a reasonable manner. It shall be unlawful for any licensee to fail to allow access to the premises for such inspections or to hinder such inspections in any manner.
