Every person, except those who are specifically exempted by this chapter, whether acting as an individual, operator, owner, employee of the owner, or whether acting as a mere helper for the owner employee, or operator, or acting as a participant or working in any way, who gives massages or operates a massage establishment without first obtaining a massage establishment or certified massage therapist license from the village in accordance with this chapter, or shall violate any of the provisions of this chapter, shall upon conviction thereof, be subject to a fine of not less than $250 nor more than $750.
