The garbage, refuse, or ashes collected and removed by any refuse disposal contractor shall, under no circumstances, be disposed of any place in the village, or within one mile of the corporate limits, except by approval of the Board of Trustees and subject to all applicable requirements of the ordinances, rules, and regulations of the village, and the agencies and instrumentalities thereof.
