(A) It shall be the duty of every refuse disposal contractor and his agents or employees to do their work with dispatch and in a manner as cleanly and free from offense and with as little danger or prejudice to life and health as possible and to perform the work in such a way that no nuisance will be created.
(B) It shall be the duty of the licensee to comply fully with the provisions of the chapter and the terms and conditions of any agreement made by the licensee with the village respecting the collection, removal, and disposal of garbage, refuse, and ashes.
