(A) The Village Clerk, the Chief of Police, and the Building Inspector of the village shall review the information contained in the application and shall determine if the premises designated by the applicant as the location of the business complies with the provisions of the zoning code of the village.
(B) The report of such investigation and determination, together with a copy of the application, shall be transmitted to the Village President.
(C) Upon the compliance by the applicant with the requirements of this chapter and the zoning code of the village, the Village President shall instruct the Village Clerk to issue the license and, upon payment by the applicant of the license fee required under this chapter, the license shall be issued.
