The existence of any dead, diseased, damaged, or dying tree in such a location and in such a condition that creates a hazard or danger to the safety and health of persons and property shall be and hereby is declared to be a nuisance, and the village shall have the right to cause the removal and abatement of the same in accordance with the provisions of this chapter, including but not limited to §§ 93.62 and 93.63.
