(A) General prohibition. Except as otherwise contained herein, it shall be unlawful for any person to display merchandise for sale or place any other display or obstruction or on any sidewalk located within the town unless approved in advance by the Town Council.
(B) Exception. The display of merchandise for sale shall be allowed on sidewalks in front of and adjacent to the front wall of a merchant's place of business in the Downtown Business District, subject to the following terms and conditions:
(1) A minimum passageway equal to five feet in width or one-half the width of the sidewalk, whichever is greater, shall be maintained along the sidewalk at all times for pedestrian traffic.
(2) Merchandise may be displayed only during hours of operation and shall be removed from the sidewalks at all other times.
