(A) The Clerk-Treasurer and his or her staff, as his or her agents, shall accept written appearances, waivers of trial, admissions of violations and payments of civil penalties of not more than $250 in ordinance violations cases.
(B) (1) The following schedule of the town code (hereinafter “code”) provisions and ordinances (hereinafter “Ord.”) shall be subject to the jurisdiction of the Ordinance Violations Bureau and thereby subject to admission of violations before the Violations Clerk:

(2) When the schedule of ordinance violations and penalties as set forth in division (B)(1) above refers to first and second offenses of a particular violation, it shall mean the first and second offense in the same calendar year.
(C) (1) The penalties described in division (B) above only apply when and alleged violator elects to admit an ordinance violation and pays the prescribed fine to the Ordinance Violations Clerk.
(2) If the alleged violator elects not to admit an ordinance violation, the town shall have the right to bring suit against the alleged violator seeking fines greater than those permitted under division (B) above, which are otherwise authorized by the town code and/or state law.
(D) Civil penalties shall be paid to, receipted and accounted for by the Clerk-Treasurer under procedures provided by the State Board of Accounts.
(E) Payment of civil penalties may be made in person or by mail to the Clerk-Treasurer.
(F) Upon a person waiving the right to trial and entering an admission of a violation with the Clerk-Treasurer, the Clerk shall assess and receive from the violator the amount prescribed by the schedule set forth in division (B) above.
(G) This chapter hereby repeals all other town code and ordinance provisions inconsistent herewith. All other provisions of the town code not affected by this chapter shall remain in full force and effect.
