(A) No person shall engage in play or athletic games on or abutting public streets, alleys, or public rights-of-way within the town in any manner as to impede or obstruct vehicular traffic.
(B) No person shall construct, erect, or maintain any obstruction across or upon any public street, alley, sidewalk, or right-of-way. For the purposes of this section, the term “obstruction” shall include, but not be limited, to any basketball goal or other fixed, portable, or temporary object that may in any way obstruct, either totally or partially, any street, alley, sidewalk or public right-of-way.
