It shall be unlawful for any person to place or deposit manure, or to allow the same to accumulate, upon any lot or premises within the town at a distance less than 75 feet from any dwelling house, unless the same be within the walls of the stable upon the premises. The town authorities may compel any person to remove and convey away the same as often as they shall consider necessary to promote and secure the public health of the town.
