All dogs and cats shall be kept under restraint. Unrestrained dogs or cats may be taken by police, and impounded in an animal shelter, and there confined in a humane manner. Impounded dogs and cats shall be kept for not less than three days unless reclaimed by their owner. Dogs and cats not claimed by their owners within three days, or placed in a suitable new home, may be humanely euthanized by an agency delegated to receive animals by the town.
