SCHEDULE I: SPEED LIMITS.
   (A)   A school zone for the regulation of traffic is hereby established at the intersections of Beadle Street and Howard Avenue, Beadle Street and Elm Street, and Beadle Street and Starke Street, and a speed limit of 20 mph is established along both sides of any of the aforementioned intersecting streets across which a school crossing has been established and marked, for a distance of 200 feet in either direction along such street from the school crossing at all times when children are present.
   (B)   (1)   The reasonable and safe maximum speed limit for the following streets in the town shall be, as properly authorized by state law, on the basis of an engineering and traffic investigation relative to special hazards and safety, as follows:

15 mph
 
      (2)   Any person violating the speed limit as described above shall be cited and prosecuted for a Class C infraction.
