(A) Generally. Any person violating any provision of this title for which no specific penalty is prescribed shall be subject to § 10.99.
(B) Uniform schedule of traffic violation penalties; liability; impoundment of unattended vehicles.
(1) Violations of the respective provisions of this title shall be subject to penalties in accordance with the classification of such violation as described in accordance with the following uniform schedule.

(2) The above penalties apply whenever the citation and complaint is with respect to any traffic regulation, sign or control established by town ordinance and not by state law or a state authority.
(3) Class 1 violations must be administered in accordance with § 31.11(B).
(4) In the case of a nonmoving violation when the offending vehicle is left unattended by a driver, the registered or acknowledged owner of the vehicle shall be presumed liable for the violation and the citation may be served by attaching the violator’s copy firmly in a conspicuous place on such vehicle; however, if any such vehicle is left in such place or for such period of time as, in the opinion of the enforcement officer, to cause a significant hazard, obstruction or inconvenience to the public or the owners of adjoining property, the officer is authorized to impound the offending vehicle and cause same to be towed away and stored at the owner’s expense.

(C) Any person violating § 70.09 shall be subject to a civil penalty in an amount not less than $50 and not more than $500 for each violation.
