No person, partnership, club, firm, association, corporation, or any person acting as an agent, barkeeper, clerk, servant, or employee, or another, shall sell or offer for sale at retail any alcoholic liquor within the county, and outside the corporate limits of any city, village, or incorporated town except as specifically provided in this chapter.
