In the event it shall be found that the location and clearances specified in §§ 152.53(B) and 152.55 cannot be observed at some points without undue hardship upon the utility involved, deviation from the location and clearance at such particular points may be made by written agreement between the gas operator and the operators of the other utilities involved, subject to approval of such agreement by the City Council or its duly authorized representative. In the event of a failure of any of the utility operators affected to reach a satisfactory agreement between themselves in such a manner as could be approved by the city or its authorized agents, then any of the utilities shall have the right to appeal directly to the City Council, whose decision in such cases shall be final and binding on all of the parties concerned.
