It shall be unlawful for any person to cast, place, sweep, or deposit anywhere within the city’s jurisdiction any refuse on any public property or on the property of another, without authority, or in such a manner that it may be carried or deposited by the elements, upon any street, sidewalk, alley, sewer, parkway, or other public places or unto any premises of another within the city.
