(A) Residential. It shall be the intention of the city to provide collection service for garbage and refuse to every residence in the city on a twice-a-week basis; provided, however, for weeks in which holidays observed by city employees occur, collection service may be less than twice a week but shall be no less than once a week.
(B) Commercial and industrial.
(1) It shall be the intention of the city to provide garbage and refuse collection service to all retail, wholesale, commercial, and industrial establishments on a twice-a-week basis; provided however, for weeks in which holidays observed by city employees occur, collection service may be less than twice a week but shall be no less than once a week.
(2) Services to retail, wholesale, and commercial establishments shall be limited to four 32-gallon receptacles or two roll-outs.
