§ 50.03 CHARGES AND FEES.
   (A)   Collection charges. For the service of collecting and hauling of garbage and rubbish, the owner or occupant of each premises from which garbage and rubbish is collected by the city shall be charged such rates as may be established from time to time by the City Council. The charges shall be considered a debt owing to the city from the owner or occupant of such premises and shall be billed to the owner or occupant along with the bill for other utility services.

   (B)   Fees for solid waste left by commercial contractors. A solid waste fee shall be charged to the owner of any property where a contractor leaves behind solid waste material, woody debris, construction debris, or similar materials on such property for collection by the City Sanitation Department. All such solid waste fees shall be billed to the property owner in the same manner as property taxes and, in case of nonpayment, shall be collected in any manner by which delinquent, personal, or real property taxes can be collected. The amount billed for such solid waste fees shall be equal to the landfill fees charged to the city at the time of disposal.
